The Foster Festival is supported by the Niagara Investment In Culture Program which is powered by the Niagara Region.
Niagara Falls Bridge Commission
Established to finance, construct and operate the Rainbow Bridge, the Commission proved sufficiently efficient and effective to assume responsibilities for the Whirlpool Rapids (Lower) and Lewiston-Queenston Bridges.
St. Catharines Cultural Investment Program (SCCIP)
The program aims to serve long term community sustainability by strengthening cultural vitality, economic diversity, environmental awareness and social inclusion through five investment priorities.

Celebrate Ontario 2019 provides project-based programming and marketing funding to new or existing Ontario events to enhance programs, activities and services and support innovations that will lead to long-term improvements, sustainability and the attraction of additional tourists.

The Foster Festival has been financially assisted by the Ontario Cultural Attractions Fund of the Government of Ontario through the Ministry of Tourism, Culture and Sport, administered by the Ontario Cultural Attractions Fund Corporation.
Funding provided by the Canada Summer Jobs Program
The Foster Festival is supported by the Canada Summer Jobs Program which is administered by the Federal Government. The program provides wage subsidies to employers to create employment for secondary and post-secondary students.
